1)         That the Leader notes the outcome of the independent review of the All About Me Relationships and Sex Education programme for primary schools in Warwickshire and approves the replacement of it with an information and signposting offer to schools. The offer will be in line with the Department of Education’s national materials and resources to support schools to meet their statutory requirements under the new Relationships & Sex Education regulations.

 

2)        That Leader awaits the outcome of the ongoing external independent expert review of the Respect Yourself website and receives a further paper with recommendations.

 

3)        In line with recommendation 1, it is further recommended that the Leader approves the replacement of Relationships and Sex Education programme delivery in secondary schools with an information and signposting offer to schools

That the Leader:

 

1)        Approve the detailed revenue budget, savings plan and capital programme for each of the Authority’s services set out in Appendices A to M; and

 

2)        Note the adjustments to service budgets as a result of the realignment of budgets within and between directorates since the budget was set on 18 February 2020, as outlined in Section 3 and Appendix N.

The Leader is asked to:

 

1)        Agree the arrangements for the operation of the four new Investment Funds agreed as part of the 2020/21 Budget, as detailed in Section 2;

 

2)        Agree to allow the transfer of Investment Fund allocations between financial years to align with the approval/delivery of projects over the period of the Medium-Term Financial Strategy;

 

3)        Note that the arrangements for the operation of the Children’s Transformation Fund will form part of the report to the Leader in April 2020 on the proposed use of the Fund;

 

4)        Agree the arrangements for the operation of the Council Change Fund, as detailed in Section 3; and

 

5)        Agree the updated arrangements for the operation of the Capital Investment Fund as detailed in Section 4

Early Intervention, Prevention and Community Capacity Fund 2019/20 - Tranche 4 Allocations pdf icon PDF 251 KB

1)        Approve four projects to be funded from the Early Intervention, Prevention and Community Capacity Fund at a cost of £835,550 as follows:

 

·  Warwickshire Fire and Rescue Service Citizenship Course - £100,000;

·  Great School Libraries in Warwickshire - £77,050;

·  Understanding our Customers - £96,000 over two years, with review

·  conditions attached to the second year of funding; and

·  Building a creative health social prescribing system £562,500.

 

2)        Agree to transfer the funding approved from 2019/20 to 2020/21 to allow the projects to commence at the start of the year.

1)        Approves £686,000 from the Capital Investment Fund for Property Flood Resilience Schemes and add to the Capital Programme.

 

2)        Approves £184,250 from Education Capital Resource for Maintained Nursery Schools Capital Funding and add to the Capital Programme.

 

3)        Authorises the Strategic Director Communities to procure and enter any agreements to give effect to the proposals in 1 and 2 on terms and conditions acceptable to the Strategic Director for Resources.
