Following the May 2021 County Council elections this report seeks approval for dispensations for members.

Councillor Bill Gifford introduced the report explaining that dispensations were required for members of the County Council for a number of different scenarios as set out in the report. Without these dispensations the council could not operate he concluded.
A vote was held.
Resolved:
ThattheDispensationsSub-committeegrantsthefollowingdispensationsforfour years to all CountyCouncillors:
(a) Allowingthemto bothspeakandvotein relationto thefollowingfunctions of theCountyCouncil:
i. schoolmeals or schooltransportandtravellingexpenses,where theCountyCouncillor is aparentor guardian ofa childin full- timeeducation,unlessit relatesparticularlyto theschool which thechild attends;
ii. theprovisionofanyallowance, payment,pension,indemnityor otherfinancial benefitgivento members;and
iii. settingCouncilTaxor a precept.
(b) Whoareelectedmembers or co-optedmembers of another public authority, or whosespouseor partner areelected or co-optedmembersof another public authority, and whohavea DisclosablePecuniaryInterestin amatter onlyby virtueofthefactthats/he orhis/her spouse or partner is in receipt of an allowancefrom thatother authority:
i. wheretheissueis a matter of disputebetweentheCounty Council andtheotherauthority, and thematter wouldaffectthe financialpositionofthat other authority,theCountyCouncillor mayspeakonthematter provideds/heimmediatelywithdraws fromthemeeting room; and
ii. inrelationto other matters affectingthat otherauthority, the CountyCouncillormayspeakandvote.
(c)Wherehe/sheonlyhasa DisclosablePecuniaryInterestin a matter relatingto theCountyCounciloranother authorityby virtue ofthefactthathisor her spouse or partner isanemployeeoftheCountyCouncil or that other authority,theCountyCouncillor mayspeakandvoteon allmatters affecting theCountyCouncilor thatother authorityother thanissueswhichwouldhave a directimpactontheemployment of thespouse orpartner.
