Flooding on Middletown Lane

We the undersigned petition the council to take appropriate action, including enforcing the council's powers under sections 137, 149 and 333 of the Highways Act 1980 to force the landowner to take action to prevent, as far as reasonably practicable, rainwater runoff from their field flooding Middletown Lane

The large field on the hill on Middletown Lane used to be subdivided into several smaller fields, with an extensive system of ditches and ponds to prevent flooding. These have all been removed to create the large field. As a result, Middletown is now suffering from flooding during heavy rain as the water runs off the field straight on to the road. The water also carries silt which blocks the drains. This creates extremely hazardous driving conditions on a lane that carries substantial volumes of traffic, and has threatened to impact on properties along the lane. The County Council can use the Highways Act 1980 to force the landowner to take steps to stop this, but for some reason has failed to do so, and the landowner has taken no action voluntarily to mitigate the flooding from their land.
