A planning application (R13/2102) was
submitted to Rugby Borough Council for residential development of
up to 860 dwellings and a potential primary school on land to the
east of Cock Robin Island, off Ashlawn Road, Rugby South. Planning
permission was granted on 27 January 2016 and this includes the
requirement for the Developer to implement junction improvements to
four junctions on the A426 / B4429. The fourth junction improvement
involves converting the crossroad junction of Ashlawn Rd / Barby
Road / Onley Lane into a traffic signal-controlled junction.
Once technical review of the proposed traffic signal junction at
Ashlawn Road / Barby Road / Onley Lane had commenced, it was
established that the existing southern verge and cycleway would be
impacted to facilitate carriageway widening, together with
impacting the current vehicular access leading to Upper Rainsbrook
Lodge (located on the southwest corner of the junction). It was
agreed with the Active Travel Team, that existing National Cycle
Route no.41 would be realigned either side of Onley Lane, however
in doing so, the position of the cycle track was closer to the
entrance gate leading to Upper Rainsbrook Lodge, providing less
room to situate a stationary vehicle when exiting or entering this
property and also increasing the potential for conflict between
cyclists and vehicles accessing the property.
Public notice was given of the intention to install a traffic
signal junction with pedestrian and cycle crossing facilities on
Ashlawn Road / Barby Road / Onley Lane and one objection was
received.
